Revenues: $850,000 from fund 992; $30,000 Transfer from Room Tax; $346,000 from Tax Levy: = $1,226,000. This is the amount of funds that are being supplied by the City of Racine to subsidize Festival Hall. NONE OF THIS "REVENUE" IS GENERATED BY THE CIVIC CENTRE.
Management Fee: $70,000 and Professional Services: $306,000 - page 233. This money will go to Rick and Crew from the above "Revenue"
Rick claims $40,000 will be returned to the Civic Centre. SO - $1,226,000 - $40,000 = $1,186,000 Taxpayer Subsidy. ONE-MILLION, ONE HUNDRED EIGHTY SIX THOUSAND Dollars is taxpayer subsidy.
$850,000 of that subsidy is to be spent on: $125,000 on Doors/Panic Bars; $575,000 on the new roof; $20,000 on Carpet Cleaner, $50,000 on Kitchen Equipment; $25,000 on Draperies, $20,000 on Landscaping, and $35,000 on Balcony Doors. (page 233)
Page 17, Capital Improvement Plan - DPW - for 2012 the City of Racine is going to issue General Obligation Debt to fund the following items for the Civic Centre: Electrical Upgrades: $25,000; Green Room HVAC: $25,000; Renovate Coat Closet: $25,000. SO - residents will be paying more in debt service also!! NOTE: The Main Roof was originally scheduled for 2015, but was moved up to 2012; also the Colonade Roof is scheduled to be replaced in 2015 at an estimated cost of $200,000. This sure sounds like lots of work for FOJ's.

Total (not including interest on GO Debt) $1, 416,000 ONE MILLION, FOUR HUNDRED SIXTEEN THOUSAND DOLLARS. Rik and Tom say the Civic Centre will return a profit of almost $40,000, for a grand total subsidy of $1,376,000.
