"Racine woman charged for flooding jail day room"

Supposedly, she did it by sticking her head in the toilet. That raises a few questions. How many flushes does it take to flood a day room? Why didn't she drown? Is her head shaped like a stopper or the inside of a toilet? Pondering minds want to know.
