Unable to find a  publicly available “Use of Force Policy” Directive at either the City of Racine or Racine Police Department website, it would appear that Chief Art Howell has left that question “open for debate”; or perhaps hidden behind an open records request.

    2 new lawsuits are presented to City of Racine -

    One for Police using Excessive Force to kill a person of color for fleeing a traffic stop - and subsequently being shot in the back - numerous times - resulting in death.

    Another for Racine police executing a cowering Dog in cold blood - and without regards for the safety of the children in the house.

    The Gang in Blue is out of control in City of Racine.
