Cannabis Decriminizalation

Dear City of Racine Alderpersons,

The JT recently ran an article concerning the Cities attempt to decriminalize Cannabis. See:


In that article, Police Chief Art Howell (correctly) reminds Residents that:

"With respect to the powers of local elected officials, in communities where Police and Fire Commissions are in place, the scope of authority over police and fire departments is enumerated under section 62 of Wisconsin State Statues. In general, local ordinances are adoptive of state law. As such, local ordinances may be more restrictive than the corresponding state law, but not less restrictive."  

And Police Chief Art Howell is correct. 


66.0103 Code of ordinances.
(1) The governing body of a city, village, town or county may authorize the preparation of a code of some or all of its general ordinances. The code may be enacted by an ordinance that incorporates the code by reference. A copy of the code shall be available for public inspection not less than 2 weeks before it is enacted. After the code is enacted, a copy shall be maintained and available for public inspection in the office of the city, village, town or county clerk.
66.0103(2) (2) Publication of a code enacted under sub. (1), in book or pamphlet form, meets the publication requirements of ss. 59.14, 60.80, 61.50 (1) and 62.11 (4) (a).
History: 1999 a. 150.
There is a 4-part test in evaluating whether a municipality may regulate a matter of state-wide concern: 1) whether the legislature has expressly withdrawn the power of municipalities to act; 2) whether the ordinance logically conflicts with the state legislation; 3) whether the ordinance defeats the purpose of the state legislation; or 4) whether the ordinance goes against the spirit of the state legislation. Anchor Savings and Loan Association v. Madison EOC, 120 Wis. 2d 391, 355 N.W.2d 234 (1984).
The scope of legislative activity covered by “ordinances” and “resolutions” extends to formal and informal enactments that address matters both general and specific in a manner meant to be either temporary or permanent and that can be characterized as administrative or otherwise, regardless of how they may be denominated. There is no legislative action a municipality could take that would not come within the ambit of ordinance or resolution. If a statute removes the authority of a municipality's governing body to adopt an ordinance or resolution on a particular subject, the governing body loses all legislative authority on that subject. Wisconsin Carry, Inc. v. City of Madison, 2017 WI 19, 373 Wis. 2d 543, 892 N.W.2d 233, 15-0146.

So let me be clear - in regards to the matter of decriminalizing Cannabis you have no authority to act. So stop wasting the public's time and $$$ beating a dead horse which is, just a ploy to lure out befuddled Voters by the WI Democrats in their desperate  attempt to capture Paul Ryan's seat -  

The pragmatic solution would be to REPEAL Cannabis Legislation at the National and State level, moving the jurisdiction from that of Legal (the Corporate Person, granted privileges by the State)) to that of Lawful (the Natural Person, with inherent Rights). 

End the nonsense of the Democrats, quit wasting time on beating a dead Horse, and demand REPEAL.

Foxconn, UBI, Robots & iSlavery

Dear County Board,

Well, well, the political love-fest over the much bally-hooed and promised 13,000 employees at Foxconn is already being shot down – by Foxconn. It appears that they underestimated their labor costs in WI – WHOOPS! – whose cost for workers is much higher than those in existing Foxconn manufacturing facilities located in China, India and Third World Hell-Holes. It appears that the politicians, in their haste to help Guv. Scott Walker out of his jam for failing to produce 250,000 jobs, simply didn’t understand that Foxconn would have to be able to manufacture LCD TV’s at a price point low enough to sell millions of units and still make a profit. Political overreach by Politicians who know nothing about operating a profitable business – only tax and spend.  TSK – TSK.  

By the way – 250,000 imaginary jobs minus 13,000 imaginary jobs still leaves a deficit of 237,000 imaginary jobs. Just IMAGINE THAT! As for those 13,000 jobs – well, they may very well appear – but it still has to be determined how many jobs each i-SLAVE employee will be assigned.  

We are now entering the Fourth Industrial Revolution filled with new technologies which will displace millions of workers and lead to the abolition of iSlavery, and in this Brave New World, new understandings and a UBI (Universal Basic Income) will become necessary. There are great changes underway in China - be sure to listen China Talks: Goodbye iSlavery  - a Manifesto for Digital Abolition.

Archdiocese denounces Siena Center 'gay priest' retreat

 CALEDONIA — The Archdiocese of Milwaukee, which oversees the 197 Roman Catholic parishes in southeastern Wisconsin, is distancing itself from a retreat for priests, brothers and deacons who are gay, scheduled for October at the Siena Retreat Center in Caledonia.

Archbishop Jerome Listecki, the highest ranking member of the Catholic Church in the state, condemned the retreat in a letter sent to local churches that was shared publicly on Aug. 9. He wrote: “This event is not in line with Catholic Church teaching and is in no way connected to or endorsed by the archdiocese, and New Ways Ministry is not a Catholic organization.”

The retreat is planned by New Ways Ministry, a Maryland-based organization that aims “to build bridges of reconciliation and justice between the LGBT community and the Catholic Church,” according to Executive Director Francis DeBernardo. It is scheduled for Oct. 2-4 at the Siena Retreat Center, 5637 Erie St.

Foxconn now declines to say it plans to build type of factory named in state, local contracts

Foxconn Technology Group on Wednesday said again that it will create 13,000 jobs in Wisconsin and invest $10 billion in its planned manufacturing campus, but declined to say it still plans to build the type of factory specified in its contracts with state and local government.

Responding to criticism from Democrats over changing plans for a project that could receive some $4 billion in public subsidies, Foxconn reiterated that it is committed to the jobs and investment numbers.

But in a shift from its stance of two months ago, the company on Wednesday did not offer assurances that it still plans to build the type of liquid crystal display panel plant the contracts cite.

When U.S. manufacturers began moving operations overseas, they told the American people that it was to decrease costs and increase productivity - they said, as a result of increased labor costs. As we know now, it led to the demise of American manufacturing and catastrophic job loss.
Those companies weren't lying. It did save them money.
When modern manufacturing companies talk about the increased use of robotics, they say it is to decrease costs and increase productivity. In today's JT, Terry Woo says the employment model in Wisconsin has already changed because "much higher labor costs here would guarantee failure."
He's not lying. Critics at the announcement of the Wisconsin plant have always wondered how they would remain profitable with American labor costs.
Foxconn has invested billions into robotics. They have not been shy in international press saying wish to replace all workers with robots.
Of course there will be jobs. However, even before the last resident has left the area - this deal has gone from "75 percent assembly line workers, 25 percent engineers and managers," to "10 percent assembly line workers, 90 percent knowledge workers.”
What is the next iteration of Foxconn's employment strategy? We can't know until they tell us - but one thing we do know, and history has shown us - it will be whatever benefits Foxconn's profitability.
Just remember, you gave them $4.5 billion to build it.

An off-duty New Berlin police officer was driving drunk. Waukesha police didn't cite him.

WAUKESHA - As two Waukesha police officers returned to their squad cars to perform a driver’s license check on a 22-year-old man who was pulled over, they wondered if they were dealing with an off-duty cop.

One of them showed the license to the other. He mouthed the words “law enforcement officer,” so the nearby dashcam couldn’t pick up what he was asking.

They texted a New Berlin officer and confirmed their suspicions: the driver, named Zachary Burow, who told the Waukesha officers he drank “two beers” earlier that night, was a new cop in New Berlin, still on probationary status.

Officer Bryan Spakowicz, who conducted the traffic stop, later told New Berlin command staff during their investigation into the incident that, normally, he would run an ordinary citizen through standardized field sobriety tests if they indicated to him they drank “two beers” sometime before being pulled over.

Spakowicz also recognized Burow had glassy eyes and knew he was coming from a bar.

But before Spakowicz approached the suspect vehicle a second time, he turned off the audio for his dashcam. He later told New Berlin command staff what he said when he returned to the driver’s window:

“I don’t think you are impaired, but why don’t you pull over and I will give you a PBT (preliminary breath test). I am not going to arrest you. If you had too much, then we will get you a ride home.”

Burow blew a 0.083 blood-alcohol concentration, just over the legal limit. The Waukesha officers did not arrest or cite him.

Dear Madame Zoltar

Hello, my lads and lassies!  How are you?  We're recovering from a prank gone bad.  Junior was in the basement and lit an M-80, or so he thought.  In reality, he lit a spakler fountain lying on its side.  It took off like a rocket and struck the bax where Junior stores his firecrackers.  Ka-boom!  Junior is now forbidden from using any kind of explosive.  Of course I have no way of enforcing said edict, but it's the thought that counts.

Hey, how about them cardinals accused of covering up sex abuse?  Pemmsylvania is the latest location for sex scandals, mostly priests invoved with minors.  300 priests are thought to have molested over 1, 000 children.  It's staggering.  It's mind -boggling.  It's sad.  Of course, some bushop had to pipe up and blame this on a homosexual subculture in the Catholic Church. Mr. Trump has announced that wweno longer need to conserve oil.  Fracking is bringing in more oil than we can use at present.  Mr. Trump also suggrstrd relaxing federal mileage standards for cars and trucks.  Never mind that that will add to the smog problem.  Soon everyone in California will wear a gas mask outdoors:

There are a number pf Wisconsin cities with marijuana referendums on their November ballots. All of these are "advisory."  They bark, but they don't bite  It'll be interesting to see the results.  I suspect strong support for medical marijuana.  Some may also endorse recreational marijuana.  Will the governor or legislature hear our plea?  Haha.  Not likely.  The will of the people means little these days.

Guess who called me?  That dirty rotten son of a bitch ex-husband of mine.  He has his booth set up at some carnival or fair.  He wanted to know how Junior is doing.  I told him to go to hell.  As soon as he pays all the back support he owes me, then he can access his son.  I have full custody of Junior.  There's nothing Mr. Zoltar can really do to us.

Foxconn continues to dominate the local news.  When do they start printing money?

All sorts of housing projects have sprung up in the wake of Foxconn.  If Foxconn renegs, a lot of people are going to lose money.  A real lot.  So here's a prayer to keep Foxconn on the cutting edge of technology.  Go, Foxconn, go!

Madison Catholic Bishop Robert Morlino over the weekend claimed that a homosexual subculture within the Catholic Church’s hierarchy is mostly to blame for the church’s ongoing sexual abuse scandal that a grand jury in Pennsylvania recently found to include decades of sexual assaults against children by hundreds of priests.

In a five-page letter to members of the diocese on Saturday, Morlino took exception with efforts to blame much of the scandal on priests who victimize young children “despite clear evidence to the contrary.”

Report: Foxconn innovation center in Eau Claire criticized by those who wanted restaurant

Foxconn's plans to build an innovation center in downtown Eau Claire is drawing criticism from people who expected a restaurant at the site, the Eau Claire Leader-Telegram reports

Foxconn announced last month it had purchased more than 15,000 square feet of co-working space in Haymarket Landing, which is a part of a public-private partnership aimed at redeveloping downtown Eau Claire and its riverfront. The company said it will use that space as an innovation center related to high-definition displays connected to ultra-fast data networks.

The criticism is coming because the space had been envisioned for a restaurant offering spectacular river views, according to the Eau Claire newspaper report.

“There has been a lot of overwhelmingly negative feedback about” the Foxconn plan, City Council Acting President Andrew Werthmann told the newspaper. “I think that’s because we as a community were investing in a certain vision for downtown and that space, and this is not in keeping with that vision.”

Stuart Schaefer, president of Commonweal Development Corp., told the newspaper that the reason for the change in plans is simple: No entrepreneur ever stepped forward to create a restaurant in the Haymarket site.

Qui Bono?

Dear City of Racine Alderpersons,

All City of Racine residents should be as fortunate as Mayor Cory Mason and Municipal Judge Rebecca Mason, who purchased a Lakefront home at 3907 Lighthouse Drive for a steep discount from the (politically connected) owner who benefited, over time, at seeing his property assessment  drop by HALF – from a high of $800,000 in 2008, to a new low of $440,000 in 2018!

It's seems incredible, but it is true!

The former owner is Robert H. Lehner II, Father of Benjamin Lehner, who is employed by City of Racine Housing & Community Development as a Community Development Program Specialist –

Ben was also a member of Monte Osterman’s questionably legal Root River Council Inc., as was then Representative Cory Mason.  When a request was made, in accordance with IRS regulations, to view the Root River Council’s form 990, Monte Osterman refused to comply, because the Organization had failed to properly complete the registration process and was not filing 990’s – despite receiving tens of thousands of $$$ in grants from DNR, DOA Wisconsin Coastal Management Program, and others. When an Ethics Complaint was filed – it was immediately dismissed, and Monte Osterman directed any further requests to view the Form 990 to his Attorney, Rebecca Mason. According to IRS records, the Root River Council was TERMINATED as an Organization in 2013. Miraculously, like a Phoenix rising from the ashes, it was re-born under former City Development Director and current RUSD Board member Brian O’connell in 2016!

Has City of Racine morphed into a Criminal Enterprise?
