Wife of US intelligence agent is charged in relation to death of teenage motorcyclist Harry Dunn



Prosecutors have begun extradition proceedings against the wife of a US intelligence agent who left Britain following a road accident in which a British teenager was killed.
Anne Sacoolas returned to America claiming diplomatic immunity after she allegedly collided with a motorbike been ridden by 19-year-old Harry Dunn on August 27.
Despite having left the UK, the Crown Prosecution Service (CPS) yesterday authorised Northamptonshire Police to charge the 42-year-old with one count of causing death by dangerous driving  - an offence that carries a maximum sentence of 14-years.
Speaking after the announcement, Harry’s mother, Charlotte Charles, described it as a “huge step” towards getting justice for her son.
Mrs Charles said: “We feel that we have made a huge step in the start of achieving the promise to Harry that we made.
"We made that promise to him the night we lost him to seek justice thinking it was going to be really easy.
"We had no idea it was going to be so hard and it would take so long but we feel it is a huge step towards that promise we made Harry."
Harry Dunn died in a crash in Northamptonshire in August
But the US authorities have already said they will not agree to the extradition request and Mrs Sacoolas has refused to return voluntarily to the UK.
A statement issued by her attorney while she devastated by the accident she felt a criminal charge with a maximum sentence of 14-years was not a proportionate response.
The statement said: “We will continue that dialogue in an effort to move forward from this terrible tragedy. But Anne will not return voluntarily to the United Kingdom to face a potential jail sentence for what was a terrible but unintentional accident.”
The US State Department said it was "disappointed" at the decision to charge Sacoolas, adding her extradition would be an "egregious abuse" of the law because it was "clear" she had immunity during her time in the UK.
The spokesman added: "The use of an extradition treaty to attempt to return the spouse of a former diplomat by force would establish an extraordinarily troubling precedent. We do not believe that the UK's charging decision is a helpful development."
Chief Crown Prosecutor Janine Smith, said: “Following the death of Harry Dunn in Northamptonshire, the Crown Prosecution Service has today authorised Northamptonshire Police to charge Anne Sacoolas with causing death by dangerous driving.
“The Director of Public Prosecutions has met with Harry Dunn’s family to explain the basis of the decision we have made following a thorough review of the evidence available.
“May I remind all concerned that criminal proceedings against Anne Sacoolas are now active and that she has a right to a fair trial. It is extremely important that there should be no reporting, commentary or sharing of information online which could in any way prejudice these proceedings.”

‘Kind of traumatic:’ Rent soars for Racine nonprofit dedicated to giving to kids

RACINE -- It's just days before Christmas and a Racine group dedicated to giving to kids in need worries its toy shop might not see another holiday after this year. The reason? A rent increase 27 times what is being paid now. The City of Racine is citing utility costs as the reason for that hike.
"We've been in existence since 1929," said Pete Waselchuk.

After a tour around his toy shop, you get a sense Waselchuk is more like Racine's Santa Claus.

"We don't have records prior to 1958. We looked and looked. But since 1958, we have distributed toys to over 47,000 families. 125,000 kids!" Waselchuk said.
As the president of the non-profit "Tex Reynolds' Toys for Tots" program, Waselchuk helps make the holidays a little brighter for children in need throughout the city. The group has operated out of the City Hall Annex basement since 1974. The 11,000 square foot space has been a blessing for volunteers who sort, clean and repair toys for distribution.
"Every child gets a box. They get a main gift, they get puzzles, books," Waselchuk said.
Now, there is worry it could all be taken away.
"It was a surprise for us. During distribution -- which was kind of traumatic to us," Waselchuk said.
Racine's Common Council is proposing upping rent for "Tex Reynolds' Toys for Tots" from $200 a year to a $5,500 annual bill -- something Waselchuk said the group cannot afford.
"I hope we can work things out. I'm optimistic. I think we can," Waselchuck said.

What Wisconsinites should know now that recreational marijuana is legal in Michigan and soon will be in Illinois

In less than a month, legal recreational weed will be closer to Wisconsin than ever before.
Both Michigan and Illinois have legalized marijuana. Some dispensaries already are open in Michigan, and more will open in Illinois beginning Jan. 1. 
If you're thinking about traveling south or east for the good green, here's what you need to know. 

How can people buy marijuana in Illinois or Michigan?

Recreational marijuana dispensaries generally allow the purchase of marijuana without a prescription and are legal in 11 states. Buyers must be 21 or older.
Marijuana is still illegal on the federal level, so most banks will not allow credit card purchases at dispensaries, so be prepared with cash. 
Wisconsin has legalized only cannabidiol, or CBD, the non-psychoactive component of cannabis. CBD can be infused into oils, food, lotions and other products, which are sold in boutiques, bars and restaurants across the state

What is a dispensary? 

Traditionally defined as a place where people can purchase medicine, the term dispensary has been widely adapted by the cannabis community as a place to purchase both medical and recreational marijuana. 

Medical marijuana dispensaries are already legal in 29 states, including Illinois, Michigan and Minnesota. Purchasing medical marijuana usually requires a prescription card. 

Dispensaries in Illinois

In Illinois, 75 licenses will be issued in the first year. The first round will go to 55 existing medical marijuana dispensaries. As of early December, 30 of the dispensaries have received recreational licenses. 
Four of the first 30 Illinois recreational dispensaries are within a half-hour drive from Wisconsin. Two are south of Kenosha: 
  • The Clinic Mundelein, 1235 Armor Blvd., Mundelein, Illinois.
  • PDI Medical III, 1623 Barclay Blvd., Buffalo Grove, Illinois.
Two are south of Beloit: 
  • MedMar Rockford, 2696 McFarland Road, Rockford, Illinois.
  • Mapleglen Care Center, 4777 Stenstrom Road, Rockford, Illinois.
And here are dispensaries within the city of Chicago that have recreational licenses:

Police get ready for legal marijuana right next door

Effective Jan. 1, people age 21 or older will be allowed to purchase and consume marijuana in Illinois for recreational purposes.


GENOA CITY — Marijuana legalization begins Jan. 1 in Illinois, and police departments along the state line are expressing concern about having marijuana use so close to home.
Some police departments are issuing warnings that they will show no leniency toward anyone found with marijuana north of the border in Wisconsin.
Others acknowledge a sense of uncertainty about how legal marijuana in Illinois will affect law enforcement in the region.
I am a bit concerned,” Town of Linn Police Chief James Bushey said. “Not knowing how to gauge what kinds of increase we might see is what I am more interested to know.”
The state of Illinois passed a law earlier this year allowing consumers aged 21 and older to buy marijuana for recreational use from licensed sellers starting on Jan. 1.
The dramatic change in state law is expected to spawn marijuana retail outlets similar to those doing business in California, Colorado and other states that have legalized pot.
But in Wisconsin, where marijuana remains illegal, pot users can face arrest and prosecution for either possession or for driving under the influence of marijuana.
The situation between two neighboring states poses an especially challenging dynamic in the Lake Geneva region, with two vastly different cultures for marijuana use co-existing side by side.
Walworth County Sheriff Kurt Picknell knows how his agency will respond.
Sheriff’s deputies, Picknell said, will follow Wisconsin state law making it illegal for someone to carry marijuana across the state line.
We continue to enforce the laws of the state of Wisconsin,” Picknell said.
As the Jan. 1 date approaches for marijuana to become legal in Illinois, the Kenosha County Sheriff’s Department has issued a statement reaffirming that Wisconsin state laws and Kenosha’s local ordinances have not changed — and will still be enforced.
Kenosha County Sheriff David Beth said his deputies will do their best to educate civilians, especially when it comes to bringing weed from Illinois into the Badger State.
Our deputies will continue their duties educating people about the laws of controlled substances and the dangers of driving under the influence,” Beth said. “We will still enforce Wisconsin law, even though the substance was legally purchased in Illinois.”
Marijuana purchased legally in Illinois is still illegal in Wisconsin.
In the state line border community of Genoa City, every police officer has been trained to recognize a motorist who is impaired by substances other than alcohol.
Genoa City Police Chief Joseph Balog said he does not anticipate a surge in new charges stemming from Illinois marijuana. But whatever happens, Balog said, his officers will handle those drivers the same as drunken drivers.
Most of our possession charges,” he said, “stem from either traffic stops for a traffic violation or after someone calls 911 for a domestic or a disturbance.”
Bushey said the town of Linn typically records five to 10 citations a year for marijuana-related offenses. Much like Genoa City, Bushey said, most such cases result from an officer making a traffic stop — and smelling the familiar odor of marijuana smoke.
Bloomfield Police Chief Steve Cole could not be reached for comment, but village trustee Susan Bernstein said she anticipates the village will face a challenge in dealing with Illinois’ new marijuana culture.
Balog’s advice for anyone planning to cross the border for legal marijuana in Illinois is the same he offers anyone heading out for a couple of alcoholic cocktails.
Have a designated driver,” he said. “And do not bring back to our state anything that can get you into trouble.”
