City to receive $3.18 million for additional electric buses

The City of Racine will use grant funding to purchase nine electric buses and related charging station infrastructure, with an expected early 2021 delivery and anticipated mid-2021 rollout. The purchases will be funded by a $6,190,906 Volkswagen Transit Capital Assistance Grant received in November 2018, and a just-awarded $3,183,723 Federal Transit Authority Low or No Emission Vehicle Program grant.

RACINE — This week, the City of Racine received notice that it has been awarded $3,183,723 from the U.S. Department of Transportation Federal Transit Authority (FTA) Low or No Emission Vehicle Program (“Low-No Program”) to buy electric buses. Racine is the only city in Wisconsin to receive an allocation.

With a population of 78,000, Racine ranks as the state’s fifth largest municipality.

According to the FTA, Racine’s grant will be used to purchase battery electric buses and charging stations to improve the efficiency of moving the city’s workforce to jobs and schools. Racine Transit (RYDE) carries more than one million riders per year, utilizing 35 buses on ten routes and 155 miles of mixed traffic right-of-way.

In January, the FTA announced the availability of $130 million of Fiscal Year 2020 funds for the purchase or lease of low- or no-emission vehicles. Proposals were due on March 17.

According to the FTA, the main purpose of the competitive program is to support the transition of the nation’s transit fleet to the lowest polluting and most energy efficient transit vehicles.

The program provides grant funding to state and local governmental authorities for the purchase or lease of zero-emission and low-emission transit buses, including acquisition, construction, and leasing of required supporting facilities.


“These grants will help communities nationwide deploy the next generation of bus technology to enhance their transportation system,” said Federal Transportation System Secretary Elaine L. Chao.

Since the program’s establishment, the FTA’s Low-No Emission grant program has funded more than $409 million in projects.

Past grants In November 2018, the city received $6,190,906.00 from the Volkswagen Transit Capital Assistance Grant Program to fund the purchase of six electric buses and related infrastructure. The FTA grant will increase that capacity from six electric buses to nine.

“As a city, we want to be a leader on moving from outdated, and carbon heavy diesel buses, to new carbon-friendly electric buses,” Racine Mayor Cory Mason said. “As Mayor, I am committed to lowering the city’s carbon footprint, but this also makes good fiscal sense for the city. The awards from both the FTA and from the VW program help the city avoid capital borrowing and, in the long-term, electric buses yield substantial savings on gas costs.”

“The electric buses will replace buses that are 16 years old and have 500,000 miles on them,” said Michael Maierle, Transit and Parking Manager for the City of Racine. “The new buses will run 100% cleaner, four times more efficiently, and our riders and neighbors will enjoy the quieter ride.”

CDC: Some Americans are misusing cleaning products — including drinking them — in effort to kill coronavirus

To try to kill the novel coronavirus, some Americans are unsafely using disinfectants and cleaners, including washing food with bleach, using the products on bare skin, and inhaling and ingesting them, federal health officials reported Friday.
Health experts caution explicitly against using cleaning products in those ways.
The findings come from an online survey of 502 adults conducted by the Centers for Disease Control and Prevention in May. Thirty-nine percent had misused the cleaning products, and one quarter reported “an adverse health effect that they believed was a result” of the products.
Of the respondents, 19% said they had used bleach on food, 18% said they had applied household cleaners to their skin, 10% said they had misted themselves with disinfectant sprays, 6% had inhaled vapors from the cleaners, and 4% had drunk or gargled diluted bleach solutions, soapy water, or other disinfectants.
“These practices pose a risk of severe tissue damage and corrosive injury and should be strictly avoided,” the CDC researchers wrote in a paper, published in the agency’s Morbidity and Mortality Weekly Report. “Although adverse health effects reported by respondents could not be attributed to their engaging in high-risk practices, the association between these high-risk practices and reported health effects indicates a need for public health messaging regarding safe and effective cleaning practices aimed at preventing SARS-CoV-2 transmission in households.” (SARS-CoV-2 is the formal name of the novel coronavirus.)
The paper does not mention President Trump’s public questioning at a press conference in April of whether an “injection inside” the body of a disinfectant could kill the virus. His remarks led poison control centers and manufacturers of cleaning products to reiterate that disinfectants and cleaners should not be ingested, inhaled, or injected. The president later claimed he was trying to prank reporters with his remarks.
The CDC survey set out to see if consumers knew how to safely store and use disinfectants at a time when health officials were urging regular cleanings of high-touch surfaces to combat the spread of the virus. It also came amid an increase in calls to poison control centers about exposures to cleaning products.
The survey showed that many people did not know how to safely use different cleaning products, even as most said they knew how to properly store and use them. About a quarter of respondents knew that only room temperature water should be mixed with bleach, and a third knew not to mix bleach with vinegar. More of the respondents — about two thirds — knew that eye protection and gloves were recommended when using certain cleaners.
The researchers pointed to several limitations of their report, including whether the respondents were representative of the country.

It's the kind of asteroid that some scientists worry about, and it's coming relatively close to Earth on Saturday. Thankfully, it is expected to remain a safe distance away.
Named 2002 NN4, the asteroid is more than 1,000 feet across and will swing by near enough to make it onto NASA's "close approach" list, which documents near-Earth objects and the dates they approach our planet.
It's traveling at more than 20,000 mph — so the damage 2002 NN4 could inflict on earth is catastrophic, Derek Buzasi, professor of physics at Florida Gulf Coast University, told USA TODAY. He said 2002 NN4 is bigger than roughly 90% of asteroids and likened it to a football stadium.
Thankfully, this particular space rock is predicted to stay more than 3 million miles away — or 13 times farther from us than the Moon, NASA said in an emailed statement to USA TODAY. The path of the asteroid is expected to vary by only around 125 miles.
"In short, 2002 NN4 is a very well-known asteroid with a known orbit that will pass Earth at a (very) safe distance," wrote Ian J. O'Neill of NASA's Jet Propulsion Laboratory.
Asteroids like 2002 NN4 cause concern because of their potential impact on Earth. While smaller space rocks are difficult to track, they are unlikely to cause major damage. Larger asteroids are fairly well understood and tracked, Buzasi said.
While the path of 2002 NN4 is well known, some asteroids its size may have not yet been discovered, Buzasi said. Those are the ones experts worry about.

Trump Campaign Makes ‘Disturbing’ Space Video That Breaks NASA Rules, Takes It Down 24 Hours Later

President Trump’s re-election campaign has come under fire for posting a promotional video titled “Make Space Great Again,” which was quickly removed after it was found to violate NASA regulations.
On Wednesday, June 3, the video was uploaded to YouTube, Twitter, and Facebook by Trump’s campaign. It focused on SpaceX and NASA’s historic Crew Dragon launch last weekend, the first launch of humans on a commercial rocket.
The video blended footage of the Apollo 11 lunar landing in 1969, along with Democratic President John F. Kennedy’s famous speech at Rice University in Texas in 1962, with footage of the recent launch.
President Trump was also shown making a speech in 2018 at the National Space Council in the White House. “Together, there is absolutely nothing Americans can’t do,” he said. “Now we are ready to begin the next great chapter of American space exploration.”
However, the video appeared to include materials from both NASA and SpaceX. The former does not allow its astronauts or its materials to be used for advertising or marketing purposes, while it's unclear if the latter had allowed their footage to be used – which included shots of some of their staff and their CEO, Elon Musk.
“As a government agency, NASA will not promote or endorse or appear to promote or endorse a commercial product, service or activity,” NASA’s regulations state. “Therefore, there are strict limits placed on the use of any of the NASA identities and emblem imagery in advertisements.”
The video was removed from all official channels yesterday, Thursday, June 4. However, it can still be quite easily viewed online, as others have since re-uploaded the video.
Lori Garver, former deputy administrator of NASA from 2009 to 2013, criticized the rhetoric of the video, calling it a “total politicization” on Twitter. “Space should be healing, not dividing!” she added.
It also showed footage of astronauts Doug Hurley and Bob Behnken on the way to the launch pad, including the moment they said goodbye to their families. Hurley’s wife, former astronaut Karen Nyberg, expressed her dismay on Twitter at the use of the footage.
“I find it disturbing that a video image of me and my son is being used in political propaganda without my knowledge or consent,” she wrote. “That is wrong.”
The video resulted in a petition on change.org, which called for Trump to not politicize the Crew Dragon launch. “The implication that any one person was responsible for the SpaceX-NASA Crew Demo-2 launch is an insult to the work of the teams that meaningfully contributed to its success,” the petition stated.

Swat team members have been out in force with riot control gear to quash numerous disturbances as they have occurred. 

Law enforcement on the ground are using non lethal shotgun deployed hard "bean bags" to discourage "non compliance"  orders from LEO's (law enforcement officer).

According to our sources, numerous "bean bag" discharges have been directed to anyone who remains disobedient to directives from law enforcement officers.

City of Racine Hosts Free Drop-In Playground Program

Racine –City of Racine Parks, Recreation, and Cultural Services (PRCS) is again hosting a free drop-in playground program for kids ages 7-14 at a number of city neighborhood parks. Sites are open from 11 a.m. to 5 p.m., Monday-Thursday, beginning June 22. No registration is required to participate. Leaders will provide organized recreational activities, but do not monitor when and with whom children arrive or leave.
Drop-in programs are available at:
  • Greencrest Park, 3234 Drexel Ave.
  • Matson Park, 1110 South St.
  • Solbraa Park, 3825 – 16th St.
  • Bryant Community Center, 601 – 21st St.
  • King Community Center, 1134 Dr. M. L. King Dr.
  • Tyler-Domer Community Center, 2301 – 12th St.
PRCS will be implementing several new policies and procedures for the summer playground programs. In an effort to reduce the spread of the coronavirus among youth and to ensure the programs are as safe as possible, the preventive measures have been developed under the guidance of the City of Racine Health Department and within both state and local recommended guidelines.
Below is a list of just a few of the guidelines and practices that will be utilized:
  • Daily health screenings, including temperature checks, will be conducted on all staff and volunteers working within the program. Staff and sick child policies will be in place.
  • To ensure social distancing, spot markers will be used for all interactions including snack time, activities, and games.
  • Activities & games are being designed to meet social distancing requirements and programs will feature individual play and activity stations.
  • Field trips have been eliminated or altered to comply with guidelines on large gatherings.
  • Equipment and restrooms will be cleaned & sanitized routinely throughout the day.
  • Youth and staff will practice frequent hand-washing, hygiene, and sanitizing measures.
  • Youth are encouraged to provide their own labeled water bottles. Only prepackaged snacks/drinks will be permitted.
  • Staff will receive extensive training in all areas of preventive safety measures.
  • Additional staff will be added to any needed sites to maintain a low staff to child ratio.

Dog returned to white woman who called police on black man bird-watching in Central Park

The cocker spaniel belonging to the white woman who called police on Christian Cooper, a black man who was bird-watching in Central Park in May, has been returned to her.
"Abandoned Angels would like to express its gratitude for the outpouring of support regarding the dog that was recently placed in our custody, following release of a troubling video that was brought to our attention," according to a statement from Abandoned Angels Cocker Spaniel Rescue, the shelter from where Cooper adopted the dog.
The dog had been evaluated by its veterinarian, "who found that he was in good health," the statement said. Various New York City law enforcement agencies declined to take the dog into custody, according to the shelter.
    "Accordingly, and consistent with input received from law enforcement, we have now complied with the owner's request for return of the dog," according to the statement.

    The economy unexpectedly gained 2.5 million jobs in May after record losses the prior month as states began allowing businesses shuttered by the coronavirus to reopen and many Americans returned to work.
    The unemployment rate fell to 13.3% from April's 14.7%, which was the highest since the Great Depression.
    The monthly increase — the largest ever — defied expectations. Economists surveyed by Bloomberg had predicted that eight million jobs would be shed last month following 20.7 million losses in April.
    "The biggest payroll surprise in history, by a gigantic margin, likely is due to a wave of hidden rehiring," says Ian Shepherdson, chief economist of Pantheon Macroeconomics.
    The unemployment rate was 14.1% in Wisconsin in April.
    For the Milwaukee area, unemployment rate was 14.5% and 16.8% for Milwaukee County, according to the Department of Workforce Development.
    In the first five days of the week beginning May 31, 18,432 people applied for unemployment benefits. That compares with  22,835 for the full week that ended May 30.
    Stocks jumped on the news. In early afternoon trading, the Dow Jones industrial average rallied almost 1,000 points, or 4%, while the broader Standard & Poor’s 500 jumped 87 points, or 3%.
    President Donald Trump on Friday cast the surprisingly strong jobs numbers as a sign the U.S. economy is poised for major comeback.    
    "This is a rocket ship," Trump said. "We made a big step in our comeback."

    Milwaukee's police chief says violence against officers must stop, while mayor decries the use of rubber bullets

    As Milwaukee Mayor Tom Barrett decried police use of rubber bullets against anti-brutality protesters and prosecutors announced charges against a man who tried to set fire to a mobile phone store, Milwaukee Police Chief Alfonso Morales made an impassioned plea that violence against his officers must stop.  
    At a news conference Friday announcing federal charges of attempted arson and possession of a destructive device against a 26-year-old Milwaukee man after a night of demonstrations, Morales condemned angry mobs calling for the crucifixion of officers in Milwaukee and around the nation. 
    "People are trying to kill police officers," he said. "That has to stop." 
    Morales said he was particularly angry that "a political figure" asked him the other day about a rumor that a Milwaukee officer who was shot during unrest a week ago had actually shot himself.
    The officer was shot at three times by someone in a recklessly driven car, Morales said.
    "I'm angry because we're not being believed that a police officer was shot," he said.
    Morales also said he doesn't think his department is getting enough credit for improvements it has made over the past two years.
    "When something happens in another state, it's very, very easy to jump on the bandwagon and say Milwaukee can do better," he said. "Shame on them. That's an easy narrative."
    Matt Krueger, U.S. Attorney for the Eastern District of Wisconsin, made a plea for unity.
    "This is a time to come together in peaceful ways and build further trust," he said. "Lawlessness by anyone, by police or by rioters, prevents that dialogue."
    Krueger's office filed the charges against Tyshaun Smith, who is accused of throwing a firebomb through a broken window at Boost Mobile, 949 N. 27th St., about 11 p.m. Sunday, the third day of protests here. Police extinguished it before the store caught fire.
    Marches in Milwaukee and across the nation, prompted by the death of George Floyd at the hands of a Minneapolis police officer, have continued for eight days. They have remained largely peaceful during daylight hours, with tensions ramping up after dark. Milwaukee police have arrested numerous people every night for offenses ranging from burglary to impeding traffic.
    The demonstrations show no sign of stopping, with more scheduled throughout the weekend.

    Barrett doesn't approve of tear gas, rubber bullets

    In a rare appearance before a Milwaukee Common Council committee Friday afternoon, Barrett said he did not support police officers' use of rubber bullets and tear gas against protesters.
    “I do not believe that using rubber bullets to disperse crowds is appropriate,” he said. “I don’t think we should be using tear gas unless it’s a very, very, very, very serious situation, but certainly not with peaceful protesters.”
    Milwaukee Assistant Police Chief Michael Brunson said police do not use force against people engaged in peaceful protest.
    “We have not had issues with any type of violence in the majority of the daytime protests,” he said. “It’s at night when many of the protesters from the day are gone that we run into the issues.”
    Ald. Chantia Lewis challenged Brunson, saying an interaction between police and protesters on the Hoan Bridge ended in force being used, including tear gas.
    Brunson said it’s “extremely dangerous” to have people walk onto a freeway.
    Police have issued 165 tickets to people who violated a 9 p.m. city curfew that was in effect for three days in hopes of maintaining order after dark, Brunson said.
    In a statement condemning Floyd's death released Friday, the head of Milwaukee's police union, Dale Bormann Jr., expressed empathy for the “hard feelings in Milwaukee and across the country where law enforcement has failed to live up to the standards our communities deserve.” He also said police must hold each other accountable. 
    At the same time, he decried the actions of “agitators," saying they “threaten to turn constructive demonstrations of solidarity around a just cause into destructive acts of violence and divisiveness."

    ¶1 BROWN, C.J. " This case is about a liquor license
    revocation in which the city council acted upon a citizen
    complaint that was not sworn, as required by statute. This
    constituted a fundamental error that deprived the
    licensing committee of jurisdiction over the matter.
    Therefore, the subsequent revocation of the liquor license was
    invalid. We affirm the circuit court’s order vacating the
    licensing committee’s decision to revoke the liquor license."

    How many laws did the White dominated Racine Common Council and
    Licensing Committee violate to steal the property and Business of an
    African - American? After the Racists who operate City of Racine lost
    in Circuit Court, those same Racists used taxpayer money to fund an
    Appeal! Where the Racists lost once again! Yet, Thomas Holmes never
    received his Business or Property back from City of Racine. What sort
    of reparations do you plan to provide Thomas Holmes with?

    The Common Council is a body of hypocrites, dishonest liars, closet
    Racists, and Cory Mason's Toadies. Court records - and numerous cases
    in Federal Court prove this fact, again and again. Taxpayer funded
    payout after payout to cover up the abuses of Police who are under the
    control of a Board appointed by the Mayor and the Common Council.

    Denouncing racism - while practicing racism - and yet no reparations -
    it's a part of REAL, RACIST, RACINE. When will you renounce violence?

    Louisville police officers walk out on mayor as form of protest, claiming disrespect

    Dozens of police officers in Louisville, Ky. reportedly walked out on the city's Democratic mayor, Greg Fischer, as a form of protest, as the Fraternal Order of Police president explained that the officers felt “disrespected” as they struggle to keep the peace after more than a week of fiery protests.
    Video obtained by the Courier-Journal shows Fischer standing in the middle of the room at a roll call before the start of a 12-hour shift, as streams of Louisville Metro Police Department (LMPD) officers and detectives silently file out.
    FOP President Ryan Nichols, who was not present, said the move was an unplanned reaction to Fischer’s address.
    "They feel completely unsupported and disrespected by this administration," Nichols said. "They feel whatever he was going to say would have been nothing more than lip service, and he does not care about them at all."
    Tensions between protesters and police have reached a high in the city where Breonna Taylor, an unarmed black woman, was shot and killed in her home on March 13.
    Police have deployed pepper bullets and tear gas to disperse demonstrations. They say it was in response to protesters throwing bricks, fireworks, leaf blowers and Molotov cocktails at them.
    One man, David McAtee, was killed by police as a result of the unrest, though officers released a video they say proves he fired the first shot. At least seven were shot in one night of protests in Louisville last week.
    Maj. David Allen, who oversees LMPD's Administrative Services Division, said Tuesday that some rioters had thrown jars with "gasoline in them, urine (and) a mixture with vomit in it" at officers. On Wednesday, interim Chief Robert Schroeder said a SWAT vehicle had taken fire during overnight protests.
    Many officers, Nichols said, don't feel Fischer's team has been supporting law enforcement amid protests that have been "directed and focused against police."
    "We're deep into multiple days of rioting and violence ... and they're working in treacherous conditions," Nichols said. "And this is the first opportunity that the leader of our city and this police department has given them to address them?"
    The mayor responded in a statement following the walkout: “The men and women of LMPD are putting in long hours. They are suffering insults and assaults from people they are working to protect. They are worried for their families and this city."
    “They are frustrated, and some of them expressed that frustration today. I absolutely respect that. That doesn’t change my appreciation of the work they are doing, as I’ve expressed time and again. They have a very difficult job. I hope our residents will embrace our police officers as guardians –I know that’s how the vast, vast majority view their role,” Fischer added.
