Good morning Art,
I know you have been extremely busy since the beginning of the month.
There appears to be many within our country and community who would prefer anarchy over civilized life.
That being said, effective law enforcement needs the public support more than ever.
As you have acquiesced to the mayor's demand of transferring $47,000 from your department for another survey and such, I view the transfer of funds having little impact upon your office and only as a pirate victory for the Mayor. Sadly, the 47,000 dollars will be squandered as the mayor continues to covertly attack you and your department.
Angelina Cruz has used the REU platform to indirectly accuse you of having white supremacist murderers within your organization. The silence by your office regarding these accusations is disheartening. At very least you should stand up for your department, call out Ms.Cruz to identify the alleged murderers by name and force her to back her smack. As a Police and Fire commission board member, Angelina Cruz must be held accountable to a higher standard for her words, If left unchallenged, Ms. Cruz 's statements will continue to fester within the community, compromising the integrity and capacity of your office to serve and protect.
That's my view.

Gunman claiming to be 'UFC fighter from California' wounds 8 outside San Antonio bar after being refused entry: police
San Antonio police were investigating a shooting in the parking lot of a popular bar that wounded eight people.
Officers responded around 11:30 p.m. and were looking for the gunman, an inebriated man who said “Don’t you know who I am? I’m a UFC fighter from California,” Police Chief William McManus said at an overnight news briefing.
The victims were five men and three woman between the ages of 23 and 41, McManus said.
Two were grazed by bullets and refused treatment. The other six went to the hospital and were in stable condition.

The most seriously injured victim was a man who suffered a gunshot wound to the back, the chief said.
The suspect was with four other people—another man and three females—when they showed up at the REBAR nightspot. A bouncer at the door stopped them from entering.
“They were not allowed in because they were inebriated,” McManus said.
After asking the bouncer if he knew who he was, the shooter walked to his vehicle parked across the street and returned to the REBAR parking lot with a rifle, he said.
“There were a lot of shots fired,” McManus said.
Supreme Court agrees gas station video game/phone chargers are gambling machines

Jeremy Hahn's idea seemed too dumb to work out, even it was legal.
The West Bend man started a company called Quick Charge Kiosk that modified video gambling machines to provide charging for cell phones and put them in gas stations and convenience stores around the state.
The kiosks were called, Pow'r Up. You could get one minute of charging, for $1.
But the machines also gave you credits to play a video game, at which you had a chance to win more than $100. The machines reportedly paid out around 65% of the money spent on them by customers.
The Attorney General quickly deemed the kiosks illegal gambling machines, and seized many of them. Hahn sued, arguing the machines were more akin to winning a free soda if your pack of french fries had a random special prize sticker attached.
Writing for a unanimous court, Justice Brian Hagedorn credited Hahn for a creative approach that nonetheless failed to pay off.
Hahn argued that the operation of his phone-charging kiosks was akin to in "in-pack chance promotion," which is exception to the state law against illegal lotteries and allows promotions like McDonald's once-popular Monopoly game.
But as Hagedorn points out, the kiosks are not lotteries, but machines which more clearly and logically addressed by the statute regarding gambling machines -- which has no exception for "in-pack chance promotions."
There is clearly "consideration," involved, Hagedorn notes, because a person pays a dollar for video game credits, then risks them playing the game for the chance to win bigger prize, basically, paying for the opportunity to obtain something of value, by chance.
In theory, someone could write to Quick Charge and get a certificate good for $1 at the store allow them to play the gave for free, or ask a Quick Charge employee to play $1 on the person's behalf and mail them any winnings, "Although neither has ever been used," Hagedorn notes.
Actually, a WITI-TV, Channel 6 reporter once did write in for a certificate, as part of an investigation into the machines.
"Free play option or not, Quick Charge's argument does not overcome the reality that its kiosks can be used as gambling machines," he concluded. The court affirmed the Court of Appeals, which had affirmed retired Milwaukee Circuit Judge John DiMotto's original decision to grant summary judgment to the state in Hahn's lawsuit.

Decent law abiding people are waking up to what's happening. The
police aren't permitted or are outright forbidden to protect you and
your property is a foregone conclusion. You will lose everything if
the mob comes for you. You had better take steps to protect
yourselves: In the two days after violent looting across Chicago and
the suburbs, Illinois State Police saw a massive surge in applications
from people who want to own guns, but processing delays are growing as
well.
State police told CBS 2 [...] staffing is an issue, and their staff is
working about 40 hours of overtime every month. They are still not
able to process those cards in the 30 days required by law.

Identification Card applications soared after two recent events — the
most deadly Memorial Day weekend in years and violent looting
incidents across the city and suburbs.
Applications peaked at 4,916 on June 2 — more than the previous eight
days combined.
“In times of uncertainty people will take steps to protect
themselves,” said Dan Eldridge, owner of Maxon Shooter’s Supplies in
Des Plaines, where increased demand is obvious in the empty shelves.

"vigilantes" and "racists."

Summerfest in Milwaukee is exploring possible parking lot events; everything else on the grounds is canceled

Summerfest is canceled, but the festival's home, Maier Festival Park on the Milwaukee lakefront, may still have some events this year — in its parking lots.
Frank Nicotera, general counsel and chief administrative officer for Summerfest's parent company Milwaukee World Festival Inc., told the City of Milwaukee Board of Harbor Commissioners in a meeting Wednesday morning that the festival organization is talking with outside parties about using its lots for events.
Nicotera didn't offer further details, and no events have been confirmed, he said.
With theaters, arenas, stadiums and movie theaters still closed in Milwaukee and around the country because of the coronavirus pandemic, drive-in movies have been popping up around the area.
Drive-in concerts are also a growing trend, with Live Nation, the world's largest concert promoter, exploring possible events this summer. In Wisconsin, Kapco Metal Stamping's Live at the Lot drive-in concert series is running through June 20, and the Driftless Music Gardens in Hillsboro is kicking off its Drive-In Tailgate Concert Series Friday.
All of the festivals and events previously planned for Maier Festival Park in 2020 have been canceled, Nicotera confirmed at Wednesday's meeting, even though not all events have been officially pulled from the calendar. KISS, for instance, has yet to cancel or postpone its tour that still has a Sept. 15 date on the books at the American Family Insurance Amphitheater. All of the other shows at the venue, which completed a two-year, $53 million renovation this month, have been canceled or postponed to next year.
Nicotera said Wednesday that Milwaukee World Festival had planned five new free community events in 2020 that are now set to debut next year. He said planning is already underway "to do the biggest and best Summerfest in years" in 2021.
Dates for next year's Summerfest will be announced in the coming weeks, officials said last Thursday, when the festival was canceled for the first time in its 53-year history.
All seven previously announced Summerfest headliner shows at the BMO Harris Pavilion have been canceled, and five Summerfest amphitheater headliners booked for 2020 — Justin Bieber, Guns N' Roses, Dave Matthews Band, Chris Stapleton and Halsey — have rescheduled for 2021. Bieber and Roses have yet to announce new dates. The four other Summerfest amphitheater headliners confirmed for 2020 — Luke Bryan, Sam Hunt, Blink-182 and Khalid — have yet to announce if they're rescheduling for next year or canceling their appearances.
Woman who spat on black teen charged with hate crime

Stephanie Rapkin, the 64-year-old Shorewood woman seen spitting on a young African-American protester, has been charged with hate crime, and a felony.
Rapkin, a lawyer who practices from an office in Mequon, was captured on video confronting protesters on Oakland Avenue June 6 who were urging her to move her car, which had parked to block the progress of a march.
She is seen spitting directly into the face of 17-year-old Eric Lucas. She was arrested twice -- for that incident and again the next day while confronting people who were chalking messages on the sidewalk outside her house. While being arrested the second time, police say, she kneed an officer in the groin.
That incident is charged as battery to a law enforcement officer, a felony. The spitting is charged as disorderly conduct, a Class B misdemeanor, but with a hate crime enhancer that makes raises the maximum penalty to that of a Class A misdemeanor -- a year in jail and a $10,000 fine -- if prosecutors prove the action was racially motivated.
The battery on a law enforcement officer charge carries a maximum penalty of three years in prison, plus three years of extended supervision.
Rapkin, who has been free on bail, is scheduled to make her initial court appearance on the charges July 24.

NASCAR announces ban on Confederate flags from all races, events and properties

The presence of Confederate flags have been banned from all NASCAR events, races and properties effective immediately, stock car racing's governing body announced Wednesday.
Previously, the Confederate flag has been "disallowed" at races.
"The presence of the Confederate flag at NASCAR events runs contrary to our commitment to providing a welcoming and inclusive environment for all fans, our competitors and our industry," a statement read. "Bringing people together around a love for racing and the community that it creates is what makes our fans and sport special. The display of the Confederate flag will be prohibited from all NASCAR events and properties."
Bubba Wallace, NASCAR's lone black driver at the top level, called for the banning of the confederate flag earlier this week. However, when pressed by reporters later, other drivers — including Martin Truex Jr., Joey Logano and Denny Hamlin — refused to take a hard stance on the matter, while saying they disagree with the racist symbolism the flag carries.
Now, NASCAR has ended any debate of whether the flag belongs.
Protests across the country in response to racial injustice and disproportionate police brutality against minorities have affected athletes in all sports, NASCAR no exception. Wallace, for example, will race with the words "Black Lives Matter" on his vehicle Wednesday night at Martinsville, Virginia.
Earlier Wednesday, NBC Sports reported that NASCAR had removed all guidelines requiring all team members to stand for the national anthem. The guidelines were actually removed last week before the Atlanta race when NASCAR official Kirk Price kneeled during the invocation and raised a fist. He remained kneeling during the anthem while saluting the flag.
Price served in the U.S. Army for three years, active duty.

In secret recording, Vos says immigrant 'culture' was to blame for COVID-19 outbreak in Racine County

MADISON - Assembly Speaker Robin Vos blamed the culture of immigrant populations for a coronavirus outbreak in Racine County, according to a secret recording of his meeting last month with Gov. Tony Evers.
“I know the reason at least in my region is because of a large immigrant population where it’s just a difference in culture where people are living much closer and working much closer,” the Rochester Republican said of an outbreak in Racine County.
Vos didn't elaborate on his views during the May 14 meeting.
Darryl Morin, president of Forward Latino, said Thursday that Hispanics in Racine County are contracting coronavirus at higher rates than others because many of them are essential workers and not because of their "culture."
He said Vos should apologize and do more to make sure businesses provide safe working environments.
"I understood it to be a rather dismissive remark that immigrants and immigrant lives aren’t as much a concern for the speaker," Morin said.
"Here we have individuals going to work so they can provide for their families. Many of our government officials aren’t sticking up and making sure that these employers are being held accountable to provide safe working conditions."
In an interview Thursday, Vos said he was referring to an outbreak affecting the Latino community that had just occurred in Burlington.
"There’s no need to apologize," Vos said. "This is once again people trying to look and make something out of a conversation that was 'how do we deal with the coronavirus?'"
Vos made the comment about the outbreak as he and Senate Majority Leader Scott Fitzgerald of Juneau talked to the Democratic governor about how the state should respond to the coronavirus crisis after the Wisconsin Supreme Court struck down the Evers administration's stay-at-home order.
The call was secretly recorded by Evers' staff and a copy of it was released this week to the Milwaukee Journal Sentinel under the state's open records law. Vos and Fitzgerald laced into Evers for the recording, saying he had made it impossible to trust him. Evers was not aware of the recording at the time, according to his spokeswoman.
Vos said the public should focus on the Evers administration breaking norms by recording the call and not Vos' comment about immigrant culture.
"I’m not going to get into this when the story is actually Gov. Evers choosing to secretly record the Legislature and doing it in a way that’s never been done before," Vos said.
Racine County has seen some of the highest levels of coronavirus cases in Wisconsin. There are 69 active investigations into COVID-19 there, including 32 at workplaces, 14 at long-term care facilities and nine at group housing sites, according to the state Department of Health Services.
Latinos are overrepresented among coronavirus victims in Racine County. They make up 13% of the overall population but account for 23% of the confirmed and probable cases in the County, according to the county's health department.
Cases in the county spiked at the end of May and have been falling since then. When Vos made his comment, cases were on the upswing.
There are large gaps in the information about the outbreak in Racine County, however. The Wisconsin Department of Health Services has failed to provide data on workplace outbreaks including names of companies and numbers of workers infected and those who have died.
Morin said Vos' comment was all the more problematic because he made it soon after state Supreme Court Chief Justice Patience Roggensack drew criticism for saying during oral arguments that the coronavirus had spiked in Brown County because of meatpackers and not "regular folks."
"I think it's very concerning and irresponsible following the comments made by Wisconsin Chief Justice Patience Roggensack here just a few weeks ago that dismissed immigrants as not regular people," Morin said
"You think he would have learned his lesson."

Gagthebitch illegally denied Sandy Weidner's right to amend her complaint, sealed the court record and conducted illegal secret hearings, all while maintaining a court ordered "gag" on the entire case.
