Two former Racine County Sheriff's Corrections Officers face charges of theft, misconduct in office and sneaking alcohol and drugs to inmates

Two former Racine County Sheriff's Corrections Officers face charges of theft, misconduct in office and sneaking alcohol and drugs to inmates. BOOM.

In what is today the most under the radar scandals so far of 2021, two former correctional officers from the Racine County Jail are facing possible felony convictions for theft, misconduct in office and sneaking alcohol and drugs to inmates.
The first of the two, Brandon Michael Moran of Kenosha, is scheduled to make his initial court appearance in a downtown Racine courtroom on the afternoon of Tuesday, March 9, 2021. As was reported on Racine Uncensored in a May 26, 2020 post ( https://m.facebook.com/groups/1783568838634123/permalink/2719569191700745/ ), Moran is accused of smuggling 'alcohol and drugs' to second shift inmate-workers in Day Room 3e (West). The incidents supposedly took place during late 2019 and into early 2020. His colleagues eventually discovered the contraband during a later shakedown. The former Racine Sheriff's Dept. Correctional Officer is facing 2 counts of Felony I 'Misconduct/Office-Act/Excess Authority' (§946.12(2)) and two counts of Felony I 'Deliver Illegal Articles to Inmate' (§302.095(2)) according to the Wisconsin Circuit Court Access (WCCA).

According to internal sources within the Racine County Jail, officials there had originally found the allegations against Moran unfounded and paid him an entire months back salary. Only after an external investigation was performed were charges brought against him. Fellow COs described him as 'cocky' and 'dismissive of work place policies' while inmates dubbed him as 'moron.' It is unknown when Brandon Moran ceased his unemployment at the Racine Sheriff's Department. 


The second of the two former RCJ guards facing criminal charges, Barbara Teeling from Racine County, is also scheduled to appear before a Racine court on the afternoon of Tuesday, March 9, 2021. According to the Wisconsin Circuit Court Access (WCCA), she faces one Felony G count of 'Theft-Business Setting >$10,000-$100,000' (§943.20(1)) and one Felony I count of 'Misconduct/Office-Act/Excess Authority' (§946.20(1)).

Barbara Teeling was employed with the DRC program through the Racine County Jail. DRC stands for 'Day Reporting Center,' most commonly called house-arrest. In this capacity she made home visits and inspections of those in the program. While performing these duties Teeling is accused of collecting fees (and outstanding fees) and issuing unofficial, personal receipts. It is alleged that she pocketed over $10K in this manner. According to an insider at the RCJ, authorities eventually caught on when the Financial Office contacted one of the DRC inmates about their outstanding balance due. Barbara Teeling resigned from employment with the Racine Sheriff's Department during early 2021.


All defendants are innocent until proven guilty.
