On 02/20/2021 Police arrested Racine District 4 alderman Edwin Santiago Jr. who was booked into the Racine County Jail and released. According to a police report obtained by WISN 12, an officer tried to pull a driver over for speeding. But instead, the officer said the man behind the wheel hit the gas at 80 mph and took off down Douglas Avenue into Racine. The report said when Santiago finally pulled over, at gunpoint, the officer took him into custody. The report noted the alderman "smelled of intoxicants, had slurred speech and watery eyes." It also said Santiago's wife, a passenger in the car, was "heavily intoxicated." The district attorney has not formally charged Santiago. As of 02/27/2021 no charges have yet been filed. Isaac Wade, 20, is the sixth person accused of killing or shooting someone in Chicago this year while on bail for other serious felonies.
Prosecutors said police pulled Wade over for failing to display a license plate shortly before noon Monday near 74th and Racine. As officers approached his car, Wade sped off and was traveling 80 MPH when he ran a nearby red light, careened off a car that was entering the intersection, and then struck 42-year-old Lakisel Thomas as she walked nearby, Assistant State’s Attorney James Murphy said.

Biden’s transgender assistant health secretary nominee REFUSES questions on child sex changes in confirmation hearing

Dr. Richard Levine had a long and successful career as a pediatrician before undergoing gender reassignment surgery in 2011 and taking the name Rachel. Since then, Rachel Levine has transitioned to politics, becoming Pennsylvania’s health secretary in 2017, before being tapped by President Biden earlier this month to become the next US Assistant Secretary for Health, as well as the highest-ranked transgender person in the federal government.
Biden has repeatedly boasted about his diverse cabinet, which he said “looks like America.” However, Levine’s nomination hasn’t been universally hailed. During her confirmation hearing on Thursday, Kentucky Senator Rand Paul (R) took her to task over her support for sex changes for transgender children.
After comparing transgender surgery to “genital mutilation,” Paul asked Levine whether she believes “that minors are capable of making such a life-changing decision as changing one’s sex?”
Levine dodged, telling Paul that “transgender medicine is a very complex and nuanced field,” and that she’d be happy to talk the issue through with the Kentucky Republican – after being confirmed to the job.
Paul pressed on. “Do you support the government intervening to override the parents’ consent to give a child puberty blockers, cross-sex hormones, and/or amputation of breasts and genitalia?” he asked, to which Levine gave the same response.
Levine has not publicly supported surgery for every child who believes that they are transgender. However, she has made social media posts supporting the provision of puberty blocking drugs to children, and during a 2017 speech at Franklin & Marshall College advocated cross-gender hormone treatment for 14-year-olds, and in some cases an “accelerated” path to surgery.
Citing statistics from the UK which showed three-year-olds receiving treatment in transgender clinics, Paul said “we should be outraged that someone is talking to a three-year-old about changing their sex!”

"Makes Absolutely No Sense" - Biden Cancels Trump's 'Operation Talon' Program Targeting Immigrant Sex Offenders
Biden has made it clear that his number one mission as president is to undo everything the Trump administration accomplished over the last four years.
His newest cancellation simply does not make sense.
Biden’s administration recently cancelled Operation Talon, a Trump administration program aimed at removing convicted sex offenders living in the United States illegally.
Though the program seems to be something everyone should support, it clearly isn’t. Why would anyone want sex offenders to remain in the country?
South Carolina Attorney General Alan Wilson joined a coalition of 18 state attorneys general to urge Biden to reverse the cancellation, according to ABC 4 News.
“We’re working hard to fight human trafficking and sex crimes in South Carolina and allowing convicted sex offenders who are here illegally to remain in our country makes absolutely no sense,” Wilson said.
“These trafficking and sex crimes are repugnant to human decency generally and to children specifically,” he added.
The letter, directed to Joe Biden, the Department of Homeland Security Secretary Alejandro Mayorkas and Acting Director of ICE Tae Johnson, pointed out the problems with this cancellation. The attorneys general argued that canceling Operation Talon could encourage sexual predators to attack.
“The United States’ population of illegal immigrants includes disturbingly large numbers of criminals with prior convictions for sexual crimes,” the letter reads.
“According to data collected by Syracuse University’s Transactional Records Access Clearinghouse, during the period from October 2014 to May 2018 ICE arrested 19,572 illegal aliens with criminal convictions for whom the most serious prior conviction was a conviction for a sex-related offense.”
“Meanwhile, an increasing number of illegal aliens are entering the United States after having been previously convicted of sexual offenses,” it continues.
“The cancellation of [Operation Talon] effectively broadcasts to the world that the United States is now a sanctuary jurisdiction for sexual predators. This message creates a perverse incentive for foreign sexual predators to seek to enter the United States illegally and assault more victims, both in the process of unlawful migration and after they arrive. It will also broadcast the message to other criminal aliens who have committed other offenses that any kind of robust enforcement against them is unlikely.”
The letter begs perhaps the most important question:
“If the United States will not remove even convicted sex offenders, whom will it remove?”
In addition to South Carolina, the state attorneys general that signed on to the letter include: Alabama, Arkansas, Florida, Georgia, Indiana, Kansas, Kentucky, Louisiana, Missouri, Mississippi, Montana, Nebraska, Oklahoma, South Dakota, Texas, Utah, and West Virginia.

Tension is growing in the Wisconsin State Capitol as some Republican lawmakers refuse to wear face masks
MADISON – A year into the coronavirus pandemic, Wisconsin lawmakers are still debating face masks.
Republicans who control the state Legislature are pushing their colleagues to debate and vote on legislation in person but won't require everyone to wear face masks — an environment Democrats are warning could put those who visit and work in the state Capitol at risk.
The inconsistent mask-wearing while the coronavirus pandemic persists is emerging as a flashpoint between Democratic lawmakers who want all members to wear face coverings at all times until everyone is vaccinated and some Republicans who refuse to wear them.
The tension spiked last week on the Senate chamber floor when Republican leaders of the state Senate refused to allow Democratic members to participate virtually and did not require the body to wear masks while sitting and bellowing together in one space.

Days after South Dakota Attorney General Jason Ravnsborg fatally struck a man while driving in September, detectives told the Republican official they had found a pair of broken reading glasses inside his Ford Taurus. They belonged to the man he killed.
That was a problem, detectives said, because Ravnsborg, 44, said he didn’t know he had hit a man until the following day, when he returned to the scene and found the body of Joseph Boever, 55, in a ditch.
“They’re Joe’s glasses, so that means his face came through your windshield,” one of the detectives said in an interview released by the South Dakota Department of Public Safety on Tuesday.
Putting aside the possibility of involuntary manslaughter charges, a government lawyer armed with the knowledge that the victim clearly went through Ravnsborg’s windshield while the AG maintained that he had no idea what had happened still thought, “I don’t see a case to be made for ‘leaving the scene of accident’ or ‘lying to authorities.'” Those are misdemeanors too, but certainly seem ripe for putting in front of a jury. And no one is interested in pulling the thread on whether or not his denials about drinking at the event stand up to scrutiny after the rest of his story has strained credulity?
The restraint that prosecutors can exercise when they’re trying to protect their own never ceases to amaze.

Police arrested a Racine alderman after a police chase.
It happened early Saturday morning in Caledonia.
District 4 alderman Edwin Santiago Jr. was booked into the Racine County Jail and released.
According to a police report obtained by WISN 12, an officer tried to pull a driver over for speeding.
But instead, the officer said the man behind the wheel hit the gas at 80 mph and took off down Douglas Avenue into Racine.

Dear Mr. Jarstad,
A couple of mistakes in this piece. I teach art history and humanities, not art, and I approached the Mayor to discuss generalized plans to work together on Racine buildings in general - to identify those that need watching and supporting, to get onto the same page about how to do that, and to prevent exactly this kind of thing from springing up. It had not come under my radar when I first tried to talk to him in October last year - completely unsuccessfully so far. I have also, over years, sought to be in constructive contact with the Chief Building Inspector for the same reasons - to know what the City needs from us in order to maintain good buildings - but he has rebuffed all attempts to make contact. In fact, I now wonder if either of them have ever read a word of what I wrote to them.
Perhaps it would be good if they remembered that they are city officials who are answerable to the city residents who elected them and pay them. We can surely expect at least the courtesy of being heard and given a relevant response.
Interesting to note that neither the Mayor nor the Chief Building Inspector was present today to superintend the safe removal of a building they have labeled a "known hazard" and such a huge liability for the City that they would not consider owning it for a second. According to Mr. Plaski, it is the worst building he's been in for thirty years - and yet I'm told that Horlick and Ajax were both a great deal worse. Makes you wonder what kinds of building Mr. Plaski has so proudly torn down among his vaunted 600?
Worse still, the local residents were not informed about the raze and we met one lady who had to beg to get her car out from the razing zone. And then AT&T turned up, having, apparently not been informed about the raze either and bringing everything to a temporary halt while they considered an electric pole with some live wires hitched the the building to be razed. Another member of our group overheard members of the DNR say that they had not been notified of the asbestos abatement and that they could see there was still asbestos in the building.
So now, who is the crackpot here? The person who wants to save a potentially lovely building for the future, and who was involved in raising significantly more in pledges than this article indicates (we could have covered the exterior repairs)? Or the paid officials who apparently have dropped the ball every step of the way?

Foxconn could build electric cars at its facility in Mount Pleasant after agreement with Fisker
The Foxconn Technology Group might build electric cars at its facility in Mount Pleasant, after the announcement of a new partnership with a startup California car company.
On Wednesday, Foxconn announced it had signed a Memorandum of Understanding with electric car startup Fisker to build an electric vehicle.
The agreement was first reported by the Wall Street Journal.
Although the location of where these vehicles will be produced has not been revealed, Fisker's chairman and chief executive Henrik Fisker, told the Journal that Foxconn's property in Wisconsin would be an "obvious" choice.
“They’ve got a factory there and quite a lot of land with quite a lot of possibility for expansion,” Fisker said. “We haven’t made a final decision on that but that’s an obvious one.”
Fisker could not immediately be reached for comment.
In a statement to the Milwaukee Journal Sentinel, Foxconn did not specifically say that the project would eventually find a home at its facilities in Mount Pleasant, but the company did not dismiss the possibility.
Wisconsin teachers will be eligible for the vaccine starting Monday
State health officials say they are ready to move forward with the second half of Phase 1B next week — and educators will be first in line.
Now that nearly half of Wisconsinites ages 65 and up have received their first dose of vaccine, "we are definitely moving forward with March 1," DHS deputy secretary Julie Willems Van Dijk said at a press briefing Tuesday.
The Wisconsin Department of Health Services is encouraging providers to vaccinate people in Phase 1B based on a specific order established last month when the department finalized which groups would be eligible for the phase. The groups, in priority order, are:
- Education and child care workers
- People in Medicaid long-term care programs such as IRIS and Family Care
- Public-facing essential workers, such as 911 operators, public transit workers, utility workers and food supply chain workers, including agricultural workers and retail food workers
- Non-frontline health care personnel
- People in congregate living, such as those in mental health institutions or people who are incarcerated
- Mink husbandry workers
Some advocates have questioned how groups were prioritized. Disability Rights Wisconsin attorney Mitchell Hagopian, who sits on the DHS volunteer vaccine advisory committee, said state health officials ranked the sub-groups in Phase 1B without input from the committee.
Russia Showcases Operations Of Its Combat Drones In Syria

Russia released a video showing its Orion combat drone carrying out strikes on targets in Syria. This marked the very first time such footage was being released. It shows the drone’s operation, lock-on and launching of a payload on a militant target. The Orion is a long-flight duration attack-reconnaissance UAV, that can also carry out airstrikes. According to the report, this type of UAV has carried out 38 sorties, including 17 strike missions.
Meanwhile, a new electronic surveillance system has been spotted at the Russian-operated Hmeimim Air Base. The Avtobaza-M can determine the parameters of signals and types of radars, track air and seaborne objects by their electronic signature and support higher air defense command and control posts with data.
Despite the ISIS threat in central Syria, the focus of the key players is evidently shifting towards Idlib. The US and its ally-to-be Hay’at Tahrir al-Sham (HTS) will begin active movements soon.
Russia reported that HTS is preparing to stage a chemical attack, similar to those that led to US missile strikes back in 2018 and earlier. More than once, the US-led coalition carried out strikes on Syrian government forces, in punishment of alleged chemical weapons usage.
This sense of urgency is also felt in the Syrian Arab Army (SAA). The government forces are opening a civilian corridor to evacuate civilians from Greater Idlib.
This is likely because an offensive is on the way, the SAA is preparing, likely together with Russia and some Iranian support to push on the biggest militant stronghold left in Syria. To prime the location, the SAA carried out heavy shelling, killing or injuring at least 5 militants in the process.
This is likely an ideal moment to push for Idlib, because Turkey is focused in Northeastern Syria, and so is the US. The SAA has deployed large amounts of forces in that region, which is out of the way.
It also moved its short-range defense systems to Iraq, which makes it an even more opportune moment for the SAA and Russia to push to push in another direction, and namely Idlib. The following days will show whether this evacuation of civilians is, indeed, a preparation for an offensive.
The ceasefire regime and the demilitarized zone are largely non-functional, despite Russia’s efforts to implement them. Turkey, the other co-signatory, is focused on fighting the Kurdish in the north. Even without that distraction, it seldom paid any attention to adhering to the rules set out in the deal.
The Syrian Arab Army, and its allies, likely need to push before HTS are completely rebranded as “moderate opposition” and their ties to al-Qaeda are forgotten. Additionally, this needs to be happen before ISIS pushes further out from central Syria.

Community-based COVID-19 vaccination clinic planned for Racine County
Racine County will host one of Wisconsin’s first five community-based COVID-19 vaccination clinics, Gov. Tony Evers announced Tuesday. An opening date and location have not been announced.
The planned clinic is “meant to fill in gaps in access” to the vaccines that protect against the novel coronavirus, according to the Racine County Emergency Operations Center.
“This site will augment the hard vaccination work already underway by the two local Racine County health departments, local hospitals and healthcare agencies, and local pharmacies,” Margaret Gesner, health officer for the Central Racine County Health Department, said in a statement.
There already is one state-run vaccination clinic in Rock County, which opened last week, with a focus on helping the uninsured get vaccinated. After seeing the results at that location — which still is only able to offer vaccines to those who are on the state’s eligible list, which is largely currently comprised of health care workers, first responders and those 65 and older — Evers announced another four planned community-based clinics.
The governor’s office said that the four new locations “will open within the next two months.” They will be in Racine County, La Crosse and Marathon counties, and a final clinic is to be “split between Douglas and Barron” counties.
