ok, I've never met or interacted with the guy but if that picture is from a public appearance,don't you think it would be more appropriate to wear a clean shirt?? Or is he sweating that badly??

I don't know about most Hispanics but the ones I work with are tequila fans, maybe they had a tequila toast and somebody hit his glass too hard?? or he had too much, who knows, he just looks a little too happy and goofy in the picture like he may have had a few

Yes, if the police are misbehaving and stopping someone due to racial profiling, you can use your precious time to fill out a complaint form. They will do an "internal investigation," come out and waste more of your time interviewing you, and then "determine" there was no harm, no foul done... woo hoo! Justice is served.
