Unable to find a publicly available “Use of Force Policy” Directive at
either the City of Racine or Racine Police Department website, it would
appear that Chief Art Howell has left that question “open for debate”;
or perhaps hidden behind an open records request.

2 new lawsuits are presented to City of Racine -
One for Police using Excessive Force to kill a person of color for fleeing a traffic stop - and subsequently being shot in the back - numerous times - resulting in death.
