The City of Racine Parking Utility is being run at an operating  loss 
of $538,360 according to the City of Racine 2017 Audited Financial 
Report. 
 
The Civic Centre   is #1 at an operating loss of $675,357. 
 
Of course, no one beats the operating losses of the RDA, and where the 
funds go - nobody knows!
